Officer Tolonis is located above Gracia in the Keucereus Alliance Base. He use to be a platoon leader but was injured so he has been given the task of deliveries supplies such as Energy Stones to allies. He can teach Star Stone Gathering to others as well, as long as they have the required Expert Text - Star Stone Extraction Skill. Level 1 (1).
