Witch Arkenia is located at the Altar of Rites in Dark Elf territory. She holds the Seed of Lunacy which is needed for a Dark Elf mystic to change to a Dark Elf Wizard. She can also make the scarlet ink needed to scribe the Book of Abyss. Her sister, Witch Varika stands beside her at the altar.
